Heres the place where webmasters may look for tutorials to make amazing graphics!!!
Scan Lines
1) Make a a new image with the following attributes:
- 1 Pixel Width
- 2 Pixels Height
- Check off "Transparent" for the background
2) Next, magnify the image to 1600x and pencil in the bottom part of the image in black. Next, use the Rectangular Marquee tool and encompass the entire image. Go to Edit --> Define Pattern.
3) Get the image that you want to put scan lines on. Then go to Edit --> Fill. On the drop down menu that comes up when you press "Fill" go to "Pattern". Now you should have scanlines on your picture.
4) Optional: You can change the transparency of the scanlines by making a new layer on top of your base image and then do the "Fill" --> "Pattern". Then you change the opacity of that layer to change the darkness of your scanlines.
